HISTORY:
Five kilometers away from the town proper of Pandan is a Barangay called San Rafael. In the early days, Barangay San Rafael was known in the name “Pasil”. There are only about three families that lived here. Through the time, the population of “Pasil” increases. It then became a Sitio of Barangay Cobo and was named Sitio Bugtong. It was first ruled by Mr. Serapin Santelices.
During the term of the former Mayor of Pandan, Rafael Santelices, Sitio Bugtong was converted into a Barangay and was called Barangay San Rafael named after him. It was ruled by Mr. Amador Dalipe. He served for nine years as Barangay Captain. The following are the list of the former Barangay Captain of San Rafael:

Barangay San Rafael’s fiesta was formerly celebrated every October 23-24 of the year but was then changed by the people and was celebrated every 31st day of May, the same date with the Barangay fiesta of Catamban.
On June 24, 2005, the first School in the Barangay was opened. Only Grades 1, 2 and 3 are available and with Mr. Angel Emerenciana as the pioneer teacher. The following year, another Grade was added with Mr. Jeson Lopez as additional teacher.
Over the years, Barangay San Rafael has improved with now having new classrooms and many more infrastructure projects.
