HISTORY:
In the early days, barangay San Andres had thick forest. There were big trees and the place had many pandan and banana plants. Trails in going to this place were small covered with tall blades of grass. One day, when a fisherman was passing by, a snake suddenly bit him, the fisherman died instantly. Because of this incident, the place where the fisherman was bitten was known as βSinungduranβ and was later on called as βDinungsuranβ. This name was used for many years, people began to build their houses here and it became a Sitio of Barangay Cobo.
When the late Municipal Councilor Balmacio Manlangit was assigned in this Barangay, he decided to change Dinungsuran to San Andres patterned from the place where he came from, the Municipality of San Andres (Calolbon). Their feast day was formerly celebrated every 30th day of November but due to financial problems of the people and not good catching season in fishing, the people agreed to change it and celebrate it every 21st day of May. Municipal Councilor Apolinario De Quiros was also assigned in this Barangay; he initiated the construction of Barangay Street and named it as San Andres Street.
Another Municipal Councilor Mrs. Trinidad Uscero was assigned in this barangay after Municipal councilor Apolinario De Quiros. Through her initiative and with the help of barangay kagawad Rodulfo Briones, A Barangay Elementary School was opened. This was donated by the Hon. Vicente M. Alberto, the Governor at the time of the Province of Catanduanes. The school site was thought to be donated by a person named Servando Zapanta, but has later on claim for payment.
In September 1969, the Barangay was officially declared San Andres. During that year, the late Barangay Captain of Cobo Esmarelito De Leon was incharge of this barangay. Being a satellite barangay having a denser population to manage, Mr. De Leon appointed one of his Barangay Kagawad Mr. Juanito Pedro who is residing in San Andres to manage the place.
In the election of 1972, Mr. Faustino Briones decided to run for Barangay Captain against Mr. Juanito Pedro. Mr. Briones won the election and became the Barangay Captain of San Andres. He served continuously for twenty five (25) years. After a long term in service, Mr. Briones decided to end his service.
The 1994 election came, with Mrs. Anastacia M. Briones and Mr. Adelino Idanan both running for Barangay Captain. Again, another Briones has won the election. She served continuously for 13 years.
At present, Barangay San Andres was ruled by Barangay Captain Jenelie I. Briones.
