HISTORY:

Barangay Libod, the biggest barangay in the Municipality of Pandan in terms of population was located at the southeastern part of the poblacion. Its name originated from a river that can be found in the eastern part of the barangay where the water flows in zigzag motion creating a whirling water which the native people in their own dialect called “Libod-libod”. Through the time, the place where the river with whirling water was found was popularized as Libod and then later on was called Barangay Libod.

Barangay Libod was formerly ruled by a Teniente Del Barrio, the head of the barangay in the name of Juan Garcia, one of the native or first settlers of the barangay. Other native people/family that live here were from the Icaonapo, Evangelista, Dela Rosa, Sanchez, Isorena, Trinidad and Lopez family.

The Pandan Central Elementary School founded by James Graham in the year 1901 was built in this barangay. Other landmarks that are found in this barangay were the Jose O. Vera Park/Plaza, Municipal Hall of Pandan, Saint Ignatius Parish Church, Senior Citizen Building and many other more. The Municipal Hall of Pandan was formerly located at the now known as Jose O. Vera Park. The Jose O. Vera Park was named after the former Senator of the Republic of the Phillipines Jose O. Vera, a native of Pandan. He was the one who initiated the construction of the Dike (River Flood/Control Project) in this barangay during his term as a Congressman of the Catanduanes, which was then a sub-province of Albay.
