HISTORY:
Long time ago, this place was a home to animals such as carabao, wild pigs, deer, fowls and many other animals. According to the old folks, the name Hiyop was derived from these animals which they called “hayop”.
Fourteen (14) kilometers away from the town proper, this place is located at the top of the mountain. It is overlooking the Pacific Ocean. On the north it is bounded by the sea, on the east of Barangay Baldoc, on the south of Barangay Tariwara , and on the west of the pacific ocean.
Before HIyop came to be a barangay, there were families who are considered as pioneer to this place. They were Eugenio Icawat, Fermin Del Valle, Esperidion Tioxon, Eduardo Isorena, Pedro Rima, Baldomero Caballero,Eugenio De Quiros, Apolonio Crispino and Felipe Cipriano. During that period, houses are scattered and mostly people are engaged in farming and fishing as means of livelihood.
The first Teniente Del Barrio was Jose Galicia, he was followed by Hetolio De Quiroz. Later on, an election was conducted. Domingo Eusebio was elected as Barangay Captain. He was the first Barangay Captain when Hiyop was declared as a separate barangay from Canlubi. Other former Barangay Captains were Pedro Sabeniano, Felizardo Icawat, Nenita Icawat, Teresita Sabeniano, Rommel Canieta and at present Ignacio Icawat.
Education before was a problem especially to the young one’s because of not having a school at the barangay. In 1974, Municipal Kagawad Arsenio Balmaceda presented in the Session of the Sangguniang Bayan the problems and needs of the people in this Barangay, primarily of having school site. Through a resolution, Hiyop was given a Primary education with the joint effort of the Barangay Officials. Julio Lopez donated one-half hectare land for the school site. A PTA building was constructed with the support of the people of the Barangay. Mr. Felix Trinidad and Miss. Feliza Vengado were the pioneer teachers of Hiyop Barangay School. Other teachers that were assigned and have teached in this school were the following: Ester Emerenciana, Eduardo Bonifacio, Julieto Barceta, Salvador Polo, Carlos Tayamora, Maria Montarde, Soledad Eusebio, Solomon Trinidad, Josenia Trinidad, Jaime Icawat, Angel Emerenciana, Romeo Tabor, Pamfilo Polloso, Lea b. Gregorio etc..
Barangay Hiyop has many improvements as compared to the past. It has Barangay Hall, Plaza, Chapel, Day Care Center and concrete streets. It has 4 organized purok. It has very beautiful scenery which attracts tourist and is now one of the main tourist destination in Pandan, Catanduanes.
