HISTORY:

Long time ago, there was place located about six kilometers away from the town proper of Pandan, situated at the north of the Pandan Bay. It’s one of the coastal places in Pandan, wherein there are only about three (3) household with more or less 20 people residing. People say that the first inhabitants in this place were the Icaro brothers.

One day a foreigner came and met one of the Icaro brothers carrying a basket full of coconut. “What place is this”? The foreigner asked. “Icanlubi” answered the man. The man thought that the he was being asked of what was in his basket, so he replied “Icanlubi” (meaning his basket was full of coconut) because “Ikan” means “have” and “Lubi” means Coconut. The foreigner misinterpreted that the man’s reply was already the name of the place. He nodded and sounded “Canlubi” repeatedly. He leaves the place thinking that he has visited a place named “Canlubi”. Days after, some people came. They said that the foreigner told them to visit this place named Canlubi. The foreigner said it was a very beautiful place especially at the seashore. The place became popular and was later on called Canlubi.

The time came when there was need for a government. Martin dela Pena, a broad-minded man with strong personality, was chosen as the first Teniente. He ruled for several years. Later he was succeeded by Justino Diaz, then Teniente- Deograciano Lopez.

On 1938, this place was declared as one of the Barangay of Pandan and Canlubi was its official name. Mr. Vicente Balea ruled the Barangay as a Teniente Del Barrio. He was a native of Albay.

On 1950, the first primary school was opened with only 10 girls and 11 boys as the pioneer students. Mr. Jose Emerenciana was the first teacher to teach in this school.

Being a coastal barangay and also having a wide area of fields suited for Palay and vegetable farming and other agricultural products, most of the people here were farmers and fisherman. Their main source of livelihood was on farming and fishing.

Some of the leaders of the barrio are: Caferino Icaro, the founder of the barrio. He was a very religious man. Pablo Saratan, one of the oldest man, he’s age reached 140 years old, Martin Dela Peña, a Spanish mestizo and first teniente. These people are advocates for peace and order.
